I think they are better than tobacco cigarettes: no tar, no smell, no smoke. I have two different ecigs and love them.
The “smoke” is vapor – pretty much just water.

I do not think that there are any studies done on exactly how much better they are for you than electronic cigarettes. In the testing that the FDA did they found that they only a small fraction of toxins that regular cigarettes do though.
Most electronic cigarettes only contain nicotine, flavoring (the kind used in candy) and Propylene Glycol (used in cake mix, baby food, etc…). So there is no doubt that electronic cigarettes are only a fraction as bad as traditional tobacco cigarettes are.
Are they even successful?
I surely think that they are. I have been using an electronic cigarette for around 2 months now. Ever since I received mine I have not picked up a regular cigarette. I have seen a bunch of people talk about how they have been smoking for 20+ years and nothing worked for them. Now they only smoke an electronic cigarette and feel a ton better.
What about the smoke you blow out for them, is it bad for other people?
Since you are not really burning anything when you use an electronic cigarette you are not blowing out smoke. You are actually blowing out water vapor.
What happens is the atomizer goes and heats the liquid so it turns into vapor, so it is sort of like a mist. When you in hail the vapor the nicotine that is in it gets absorbed into your lungs (like a filter). Then when you breath out it is only water vapor.
So when you use an electronic cigarette you are not harming anybody around you.
Hope this answers all of your questions. If you check out the link I used for a resource (electronic cigarette FAQ) there is all kinds of other information about electronic cigarettes.
