If I am right you are talking about the same electronic cigarette as this one.
If so than yes you can. The Blu electronic cigarette has cartridges that are sort of like an open cylinder. There is some batting in there that is soaked with the solution. When you put the cartridge on the atomizer punctures the foil that is over the liquid soaked batting. I actually twist mine and it takes the majority of the foil off however it may get stuck on your atomizer (just pick it off)
After you have went and used up the cartridge you can go ahead and refill them again since the end is open. Just take a few drops of whatever liquid you want to use and drop it on the batting and put the cartridge back on.
I like how the Luci electronic cigarette refill cartridges actually come with little stoppers, so you can refill then and just put the plug in them.
However I chose to go with the Blu since it is cheap. Only $59.95 for the whole kit and a carton of electronic cigarette refill cartridges is a steal. BTW one carton of blu refill cartridges is equal to about 375 cigarettes and will only cost $25. So you really might not save that much more buy filling them yourself. However there are some interesting flavors out there
